Wildcat Highway

Being new to Elizabeth, I am constantly discovering things during my daily walks through this quirky neighborhood. One thing that has piqued my curiosity is the bronze plaque on the stairway going down into Independence Park (corner of 7th and Hawthorne.)

It reads:
Wildcat Highway
Erected in loving memory
of those who served in the World War.
War Mothers of North Carolina.

Does anyone know any more about this, how it is related to the park? I am assuming it refers to the first World War. Was there a Wildcat Highway? I have done some resarch and have trurned up nothing.
